The purpose of this organization shall be charitable and educational with in the meaning of Section 501(c)(3) of the Internal Revenue Code of 1954 as amended and to promote public interest in the general improvement of the environment of Andrews, to initiate, plan, direct and coordinate programs for litter control and soil waste management for the community on a sustainable basis and to study, investigate and develop plans for improving the health, sanitation, safety and cleanliness of the City of Andrews by beautifying the streets highways, alleys, lakes, lots, yards and places in the said City and County, to aid in the prevention of fires, diseases, and other casualties by the removal and elimination of trash and other debris from the  streets, highways, alleys, lots, yards, and other similar places; to encourage the planting and/or preservation of trees, flowers, plants, shrubbery, and other objects of ornamentation in said City and County; to protect song birds and water fowl, advise and recommend plans to other agencies of said City and County on the environment of Andrews, Texas.
